"We can't afford to answer all the calls that come in because we lack the manpower, both at the 911 console and on the streets. The citizens voted down the raise in property taxes, so we will determine which calls meet the criteria for 'emergencies'." He also added that there would be no new traffic signals, no new fire stations, and no new police sub-stations.
