Who wore the toga -- the suspect or the cops? Well, you know, sometimes the dry cleaners didn't have my uniform ready in time, so I had to improvise.

Agreed. The headline would lead readers to think the man was arrested for wearing a toga, when the actual crimes were "breaking, entering and larceny, possession of stolen goods and speeding to avoid arrest all felonies".
