It appeared a Steeler flinched and cause the Colts to move. A flag was initially thrown but the umpire determined there was no fowl and no contact. The no contact part was absolute Bovine Fecal Matter though.

Yep. Poor spot on that 3rd-down play, not calling the false start on the abortive 4th-down play, not calling interference the last time out.

A Steeler OL twitched a little, the entire Colts DL jumped off sides pointing, the refs whistled play dead and threw no flags and gave no penalties. It had to be either false start or offsides, somebody needed to eat 5 yards, but the refs decided nothing happened, 22 people moved around the ball never got snapped and somehow nothing happened.

4th and inches, a Steeler flinched but the ref's didn't call it, and the Colts started jumping, pointing, and going crazy about the flinch, including touching the Steelers(all before the snap.) Ref's stop the play, but don't flag anyone and then just replay the down. Lots of whining from both sides before the ball is finally snapped (resulting in a Steeler 1st down.)

No flag was thrown. They just stopped play.

Yep, he flinched. It was subtle, but noticeable to a trained eye.
I have no idea why they measured that one. 4th and 1.
