The key letter is the one from Louisiana dated August 27. Not the "CYA" letter of August 28.
There are two links in the post that you made this reply in reference to. One of them is to the governor's letter of Aug 27, the other is to the governor's letter of Aug 28.
And I'm not actually convinced it really was written on 8/28, but I can't prove that it wasn't. So far...
That is not the Aug 27 letter I am referring to. The one I am after listed a bunch of parishes (counties), excluding Jefferson, Orleans, Plaquemines, St. Bernard, that would be struck by KATRINA. It was from that letter that FEMA issued a declaration, also excluding those parishes. A couple of days ago I was able to get to that letter, I cannot now. That's what I find interesting.
You mistake the general effect of this order.
There are regulations for actors to be admitted to be under Blanco's control as LEO's. This order relaxes parts of those regulations, and therefore made it easier to obtain LEO under "her" control. It most likely smooths the way for actors who are LEO in extra-LA jurisdictions.
At any rate, the order has ZERO relationship to federal action.
A separate writing, which we have not seen, empowers NG activity (which, FWIW, is not federal action in the context of disaster relief).
And yet again another separate writing, which we have not seen, empowers active-duty military to perform evacuation activity.

That picture reminds me of a stunt JT and two of his buddies pulled during his senior hs year. He got my motorcycle and his buddy got his. Their third buddy climbed on the back and as the two motorcycles started down a cement road (very slowly, Mom!) the third stood up and rode roman style.
An elementary teacher, a young lady who has not yet learned to cope with boys saw them and just had a fit. The parents of the lads were not immediately available so she informed one of the admin, the only sensible one, I'm thinking. He read them the riot act, threatened them and then considered the case close.
The elem teach only mentioned it in passing a few days later. She thought I knew and wondered what I did to him. HA!!!! I NEVER HAD A CHANCE.

Do note, however, there are apparently some issues with the effect of LA Executive Order KBB-2005-23, and the location of the barge damage, which is likely Industrial Canal, not 17th Street (near the lake).

Oh, BTW - "All Rights Reserved" is not a requirement under United States law. It does provide some additional protection under treaties. [Found this out at the Library of Congress website.]

Even if that's true, so what? On the 27th she asked for relief commensurate with a near hit, and on the 28th she upgraded her request to 130 million dollars to reflect costs associated with landfall in LA.

That said, The basics are still there: 1. Storm on its way to the eastern Bayou region of Louisiana.
2. Governor's office runs timeline into and beyond requirements set out in New Orleans documentation for full evacuations (48 hours needed, Baton Rouge acts at storm-24 hours).
3. New Orleans keeps remaining residents, essentially, locked in the city (though there probably wasn't much to go to across the Mississippi--it was evacuated too, though it was dry. or at least drier--portions of Algiers flooded near the boundary with St. Bernard parish) after the event. [BTW - Not reported--Jefferson parish did, essentially, the same thing by keeping the Causeway closed (there was no reported damage to that structure), though that would have been a 27-mile hike across the bridge.]
4. The governor's office prevented supplies from getting into New Orleans.
5. Even after released, and I haven't seen any press acknowledgement of this (I only know because I used to live down there), it takes a long time for supplies to wend there way from central Louisiana to the eastern bayou region over the only two roads available for this action.
