There are two links in the post that you made this reply in reference to. One of them is to the governor's letter of Aug 27, the other is to the governor's letter of Aug 28.
That is not the Aug 27 letter I am referring to. The one I am after listed a bunch of parishes (counties), excluding Jefferson, Orleans, Plaquemines, St. Bernard, that would be struck by KATRINA. It was from that letter that FEMA issued a declaration, also excluding those parishes. A couple of days ago I was able to get to that letter, I cannot now. That's what I find interesting.
