OK, now, which state does this fundraising apply to?
Scamdy's home state, the state JH is in, the state of Skinner's DU, the state of sfexpat or waverly or ... or ...??
I was always amazed by this. Some child gets hit by a car; a cop gets killed; a fireman gets scorched; a highschooler gets hit in the head with a fly ball he's trying to field. Every time I see something like this there is some kind of FUND or TRUST or something legal like that -- usually at a bank, but sometimes managed under the auspices of the needy person's church, work or whatever. But almost all of the times I see it mentioned on TV or in the local papers they almost always direct you to a bank to make the deposit.
I never would send something to a Pay Pal, or some such, account, for any kind of fundraiser (unless it was for FR) -- it just bespeaks "one born every minute."

Well, generally, it sppears that for small spur-of-the-moment fund-raisers for individuals, if everything is done in advance (registration, whatnot), if one sets up a fund at the bank, the bank as a matter of courtesy and good public relations takes care of the details, and fees are waived.
This appears to be prevalent all over America; so if you want to raise some bucks for a neighbor whose house burned down, or a local kid with leukemia, or to buy Christmas turkeys for the poor, usually, generally, most of the time, just go to the bank and they will take care of.
It gets rather more complicated when one does things after the fact--in which case everything is suspect, and so every i has to be dotted, and t crossed, and nothing is waived.
Which is, apparently, the situation of the Andyites.
We had thought, that just based upon the residence of the red round one, and his mailing address, that only the laws of Washington (state) were involved, but were set straight the past few days by the attorney general of Washington (state), the attorney general of Nebraska, and the attorney general of Illinois.
One quite reasonably assumes that three attorneys general know the law much better than we laypeople, or the Andyites.

Well, if the Andyites complain about the "burden" of the paperwork and the fees, they have only themselves to blame.
Remember, it is their "mindset" calling for increased governmental involvement in personal, private affairs, that has led to regulation of such fund-raisers.
They got only themselves to blame.
But I think the real problem is something slightly different than this; the "mindset" of the Andyites in which the rules are for "little people," while they, the Andyites, are free to do as they wish, what they wish.

*growl grumble grouse grrrr*
Last fall, I stopped a guy from beating the crap out of his girlfriend on the street over in Central Square. Cops got involved, I gave a statement, and the lady avoided a beating in the street. Turns out the boyfriend got arrested and charged, and I got tapped as a witness. The trial came up today.
I woke up this morning sick as a dog, and had to race over to the Middlesex courthouse to sign in by 8:45am. Conferenced for 31 seconds with the ADA prosecuting the case, and was led into this narrow, stuffy, dim, sweltering waiting room. One hour...two hours...became four hours...and then someone comes along and says, "Oh, yeah, you. Your guy pled out a couple of hours ago, so you can leave."
I went to the parking garage and couldn't find my car. Looked for it for an hour to no avail. Went down and told the attendant, who went looking for it for another half-hour without finding it. Finally the two of us go up and look for it together, and we found it in three minutes. Argh.
Drove home through the insane daytime traffic - delivery trucks, cabs and lost tourists - to find no parking spots. Finally parked the car, went into my building, opened my mailbox...and there's an envelope from my ex-girlfriend. The letter reads, in short, that she thinks it best if we no longer have contact or see each other socially anymore. This was weird, to say the least, because we haven't had contact or seen each other socially since the beginning of March. But whatever, one last kick in the balls during a long, annoying day feels like par for the course.
I'm waiting for a meteor to crash through my roof or something.
Yeesh.

Poor Billy. He does the right thing by attempting to come to the aid of a damsel in distress, is called as a witness before the magistrate but alas is not needed because the offending ogre cops a plea.
And then he receives a humiliating kick in the crotch from an "ex-girlfriend" by mail. Billy can't catch a break these days.
