I really doubt that anything could be learned by the actual text of the message or the numbers it contains.

Even hundreds of years ago, armies were using "book ciphers", whereby operatives had a code book of words/numbers that matched pre-chosen messages. For example:

aardvark: Meet at Safehouse #4.
banana: Attack at dawn
canary: Your cover is blown, go into hiding
daquiri: Relocate to grid coordinate 47
65: Go to 1428 Maple street to receive further instructions

And so on. This allows headquarters to give order to their operatives without giving *any* information to an eavesdropping enemy, by just sending out a boring (or nonsensical) message which contains one or more of the appropriate "trigger" words.

The message will be entirely clear to the intended recipient, while eavesdroppers are left wondering whether a "banana" mention is a coy reference to Central America, or maybe Dole Foods...
