In four years of operation, Gov. Gavin Newsom's (D-Calif) $236 million mental health CARE Court program has helped 22 individuals. Initial estimates projected that 12,000 to 50,000 would be helped.
The Governor denied the program was a flop. "Look, it's not as if there was no benefit," he said. "Almost two-dozen individuals got the care that they needed. It was a better deal than the Somali daycare fraud that siphoned off billions from the public coffers of federal and state governments. Besides, if we hadn't made this investment no one would've been helped. So, I ask my critics, 'what would you have done in my place?'"
Steve Hilton, Republican candidate for governor, said "I'd definitely classify this program as a flop. It has fallen far short of its goal and benefited less than two-tenths of a percent of the lowest estimate of potential beneficiaries at a cost exceeding $10 million per patient. Clearly, Democrats know nothing about economics, efficiency, value or cost/benefit. Almost all of their schemes turnout like this one. I would simply stop wasting the taxpayers money on these fraud-prone boondoggles. Government should serve the few basic functions our nation's founders thought proper and feasible. In the case of California, that would be attending to public safety--setting and enforcing the rules of the road, suppressing crime, and adjudicating civil disputes."
In related news, San Francisco's annual outlay of $5 million to supply homeless alcoholics with booze has been discontinued. Mayor Daniel Lurie observed that "over the past five years the $25 million we spent was consumed by only 55 beneficiaries. That amounts to $454,000 apiece. I think it's safe to say that most taxpayers might see this as a wasteful and counterproductive program."

This happens all the time. Programs that cost hundreds of millions of dollars help a couple hundred or a couple thousand people. In one of the more extreme examples, Biden’s internet program cost $42 billion and connected zero people to the internet. Same with charities. But I guess this all depends on the definition of “helps people.” If you count the government bureaucrats, NGO workers and connected contractors who make a fortune off of this spending and Dem politicians who get kickbacks from them, it helps a lot of people.
