Is this the same word used as Pogey Bait? The stash of food one takes with on an Army deployment. Maybe it’s spelled Pogue...who knows. But ‘pogey’ began during the Korean War and is slang for a females private part.

In the case of Rep. Seth Moulton, he means it in a derogatory way - he has abandoned that loyalty to each other we're supposed to have that takes precedence over those who didn't serve.
Combat isn't the sole province of the grunts: it is anybody in theater who is exposed to death and maiming.
There’s ribbing and then there’s derogatory use of these types of nicknames.
I’ve worked with a lot of snipes, bilge rats, targets, bubbleheads, airdales, brown shoes, bus drivers, grunts, mules, whoops, zoomies, etc but It’s always used in a ‘poke, poke, nudge, nudge, know what I mean” kind of way.
I’d never run down ANYONE’S service independent of their role. about 15 years back, I had an older Viet vet presenting to an elementary class with me one day and the way he talked he presented himself as not as worthy just because he served in Europe during that timeframe while I was in the Gulf in the early 90s.
I chatted with him afterward and told him straight up, look I just drove circles in the water-I’m no better than you; but we both served, did our part, and should be proud of that. He kind of lit up a bit after that. Never saw him again, but hope he felt better about his time.
