Well, she is on her 4th job since 2018 so she’s hardly excelling at any of them. Seems her focus is always on diversity instead of her actual jobs.

Considering all the money that California spends on liberalism, one would expect them to have whatever is needed to deal with this.

Whenever government fails it is always due to inadequate money and power.
As a public works director, every new agency I went to work for, I always toured my jurisdiction with my supervisors to get an understanding of whats in progress and what projects are in the pipeline, what projects are planned.
A lot of this info is online in the the budget docs and the system planning docs. So when I went in for an interview, I had a good idea the status of the department.

I have a tendency to think the last part of your statement is most accurate. These officials seem unqualified for most tasks and were hired/promoted way beyond thru capabilities. There is jot one single thing I have seen or heard that to my mind, justifies their positions or salaries.

When I was in my twenties I was thrilled to get a job offer from the Pacific Telephone Company. They had me managing a whole bunch of folks in an industry I knew nothing about...
That should have been a red flag but I was young and stupid and arrogant and figured I would learn the job.
On day one I walk into my new office and the person who had the job was cleaning out her stuff.
I noticed that there was stacks of files and papers from the floor to the ceiling on every wall.
I asked her what all that was and she said “You will figure it out”.
I should have walked out right at that moment.
But—I stayed—and the next two years of my working life was one crisis after another, one disaster after another.
When they finally fired me I was upset of course....

(It turned that was the “impossible” job that nobody else wanted—and that was why it was available.)
I sympathize. I think we have all had one of these bad jobs at some point so you are not alone : )

Heard similar .. the reservoir had been empty since 2009 .. hard to believe that nobody knows when this reservoir was drained.
Well, they have an operating philosophy between them: human activity - indeed, the mere existence of humans - is a cancer on the planet. Fires that drive humans out are thus restoring the natural habitat and bringing about environmental justice. Using plant-harming salt water just to save the byproducts of human existence would be a sin.
In a political system like Los Angeles has, they all think this - or they don't get hired.
