The Baltimore location for Hooters is probably closing because the Inner Harbor (where it is located) has been overtaken with crime thanks to BLM, George Floyd, etc. The Inner Harbor used to be a tourist mecca and the gem of Baltimore and now there are robberies and assaults in broad daylight.
