Absolutely. Plus UFO's in other shapes such as spears, chariots, and canoes have operated from ancient pagan times. Ancient pagans believed the operators of these vehicles were gods and goddesses who were really fallen Powers. Various historians have researched this phenomenon and validated their activities.

The concept itself is so confusing that folks who understand this subject laugh at the phrase.
How many centuries would it take before a race that colonized or lived on a planet could be said to be “extraterrestrials”.
If in fact we have some DNA from “extraterrestrials” or engineered by “extraterrestrials” then does that make us “extraterrestrials”?
It is language itself that muddies the waters.
I am persuaded by whistleblowers that the technology exists (portals, natural and artificial and combined) to travel any distance in space (and they claim time as well). In such a universe everything is “close” to everything else in the only way that really matters—travel time.
This is the reason Congress has passed legislation to protect whistleblowers from the government.
BTW, the DOD has a program to investigate UFO's and to listen to whistleblowers (AARO--All-domain Anomaly Resolution Office). But whistleblowers are scared of them. AARO and the DOD are distrusted by everyone.
Whistleblowers are going directly to Congress (mostly to the Republicans in Congress).

You think we are looking at a hoax.
I think we are looking at a carefully controlled very limited disclosure designed to protect the guilty.
The underlying belief for this idea is evolution. Evolution as origin account and as the developmental aspect preceding reincarnation into new body goes back to Babylon and ancient Egypt. After the dispersion evolution showed up in what is today Asia where it was highly developed in the Upanishads. Eventually it made its way around the world as an important element within all ancient Mysteries. At the end of the Medieval era it showed up in the heart of Christendom.
Belief in existence of ETs depends upon the idea that evolution has been happening for billions of years, therefore it's logical to imagine that highly evolved lifeforms must exist in deep space (the 2nd heaven)
Some believers imagine that ETs brought life to earth and after seeding the waters with life tended to its evolution. The movie, "The Day the Earth Stood Still" and its remake are examples of many movies and sci-fi books based in the idea of highly evolved aliens.

Well, okay, let me spell it out a little more.
#1 - These people purport to be “whistleblowers”, but we know they were all working for the government prior to coming out as “whistleblowers”.
#2 - We know the government has entire departments whose job it is to spread propaganda and “disinformation”. They use all sorts of methods to spread this, both using government and non-governmental actors. What is to say they couldn’t use a few purported “whistleblowers” to also spread their preferred message?
As far as I can tell, the only way to distinguish an actual whistleblower from such a fake “whistleblower” would be to see if the story they are telling is true or not (and even that is not foolproof).

I can't take issue with anything you say particularly when you keep in mind that the DOD isn't a single monolithic institution but a conglomeration of factions.
I don't necessarily trust the whistleblowers, but then I can't necessarily jump to the conclusion that it is a government conspiracy either given the fact that the DOD is still, for the most part, against any transparency re: this issue.
Ergo, I keep an open mind about the entire matter and watch as the stories unfold.
The phenomenon just plain eludes us. It could be anything. It could be several things. Like Valle says, “It isn’t nothing”.
Yep. That’s my conclusion.
