According to the memo the rioters were going to blend in.

Technically not invited. But I would bet that feelers were put out on the subject of antifa showing up, and there was a tacit okay from the capital police. By that I mean they did not object

The Capitol Police had some 2,020 officers at the time. Should have been more than enough to handle unruly protesters with flag sticks - even without backup from the National Guard (turned down by Nancy).

If such is true and I believe so, there is a higher level of coordination that tells BLM and Antifa what to do. This coordination must also run through the Justice Department as they allowed burning, looting, murder for a year with no consequences. Why did they burn loot and murder? Someone told they to do so.
