Outsourcing bio weapons research to Wuhan to skirt the law prohibiting that research in the United States was Fauci’s thing. He or someone similar probably did the same thing in the Ukraine. (In for a penny, in for a pound...) My understanding is that these “DTRA offices” were set up in the 2014-2016 time frame.

Hey Ivan, the U.S. Biological Threat Reduction Program, and cooperation with labs in other countries, has been public info for a long time. Tons of articles out there on it. Though of course, Putin is now reversing that Yeltsin's admission and claiming that Russia never had such a problem, which is almost laughably easy to disprove.

In any case, the point is that U.S. partnership with labs in many countries to counter biological warfare has been open. So you didn't exactly need any "secret documents" to prove it.
