I doubt Ukraine is funding bioweapons research on their own, especially at multiple locations.
Evidently the USA has been funding numerous Bio Weapon Research Facilities in Ukraine.
Vicoria Nuland today in a Senate Hearing confirmed the existence of the Labs, the real question is who is funding them...can you spell ANTHONY FAUCI...
