I saw something very like this in Northern Minnesota, on a large thunderstorm which I later found out produced a tornado.
I wouldn’t be surprised if the two happened to be connected.

I'm a trained storm spotter and armchair meteorologist, and this is no type of cloud on the formation charts. But, having said that, judging from the angle of the light source and the radial pattern of the clouds below, it's
theoretically possible an updraft pulled a hole open briefly and allowed the sun to illuminate it in such a way that it made it appear that the wisps at the top of the cloud deck look like points on a crown.
Theoretically.

Have you ever seen a pot of gold at the end of a Rainbow.
I saw one back in 1977 on a freshly mowed lawn in front of a very large manufacturing plant, it was truly awesome.
