I'm a trained storm spotter and armchair meteorologist, and this is no type of cloud on the formation charts. But, having said that, judging from the angle of the light source and the radial pattern of the clouds below, it's
theoretically possible an updraft pulled a hole open briefly and allowed the sun to illuminate it in such a way that it made it appear that the wisps at the top of the cloud deck look like points on a crown.
Theoretically.
