There are US laws that if one goes to a foreign nation with the intention of engaging in sex with a child, that person can be charged as if it occurred in the US.
Hmm, I was under the impression that all crimes committed outside of US territory were not prosecutable under US law.
If I am correct on this, a U.S. citizen cannot travel to another country to have sex with children, and he can be prosecuted for it under U.S. federal law.
His having child porn I would not doubt.
