A bike is not essential for life whereas back then a horse was - it was like condemning a person to death if their horse was stolen.

I dont know what their use of force policy says about passive resistance, but the agency that I work for does not allow one to taze someone who is passively resisting.
As long as he is just standing with his hands up he is not actively resisting.
Maybe they knew the thief and he was a known runner so they just tased him to prevent the chase.
Would have to see the body cam video of the interaction before making a judgement call.

This happened in Arizona where a few years ago, a cop shot and killed Daniel Shaver as he lay on the floor in a motel corridor and pleaded, “please don’t shoot me.” The cop got away with it.
Cops are protected by the thin blue shield. Nothing will happen to this tyrant. One will lie, the other will swear to it.
This was petit larceny at most unless he robbed the bike by force.
Your argument doesn’t hold water. A horse stolen from the middle of town was far different than a horse stolen on the open range. Same item stolen, same penalty, vastly different impact on the victim.

Cops have a difficult and dangerous job. I get that. But the Shaver incident pretty much changed how I view police. If it could happen to him, it could easily happen to any of us.
By the way, the cop had You’re f*cked” engraved on his patrol rifle. I guess that phrase was correct.

This happened over two weeks ago and the cops haven’t released body cam video.

Tweekers around here will steal any bike. If I see one with a new paint job, I assume it’s stolen. Or “ found.”
Never mind that statistically police officers are twice as likely to be murdered on duty as a non-police citizen is to be killed by a cop (and killed is inclusive, justified, unjustified, accidental, gangbangers). Never mind that statistically police brutality is literally a blip compared against the millions of interactions between police and non-police every day.
When a drunken maniac is careening down the interstate you arent going to do anything about it. When a crackhouse needs the door kicked in, you arent there. When cartel members are growing weed in a national forest, you arent catching bullets tearing the operation down. You dont think of any of that, you just see a bike thief get tazed unnecessarily and fall into a miasma of muh police brutalities!

A couple of weeks ago, I passed a cyclist in full bike-Nazi regalia. From the look of his calves, he was serious about cycling. I usually take a look at what people are riding. I had to stop and let this guy pass me so I could verify what I thought I saw when I passed him. Sure enough....a yellow Huffy. Don’t know if that was his theft insurance, or what.
I’m talking about a horse stolen in the middle of nowhere while some “cowboy” was camping out next to a herd.
