POTUS Trump just signed an Omnibus bill, NOT a federal budget! The appropriations in the bill are "suggestions" of how Trump SHOULD spend the money. Since this is not a budget, Trump is not bound by The Constitution to spend the money as appropriated. The Demonrats screwed themselves again by not passing a federal budget. I'm here to tell you that Trump's Wall shall indeed be funded with money from this Omnibus bill! President Donald J. Trump outsmarted these fools, once again!! Haahaa!!
I seem to remember a lot of “Czars” being appointed, a lot of “I have a pen and a phone”, lot of rule by decree — the Demagogic Party scum don’t have any complaint coming.

Im not seeing any delegated power for a POTUS to decide how to spend money or for Congress to delegate that power. Weve had enough Arbitrary government! No more.

among other things, baraak hussein bin soetoro has no problem finding away to loot the US Treasury for $145 billion in unmarked bills to fly out to Iran in the dark of night.
who authorized that treasonous theft?
While Trump wasn't MY first choice....that being Dr. Carson and secondly Ted Cruz, the political bull in the china shop Trump seems the man of the moment in history. It seems too many are eager to jump ship when difficulties arise. There have been moments of doubts until Trump came through. I expect the political neophyte to have a rough go of it. As for "sleepers", I've seen them. Or, what I suspect to be sleepers. In due course, they will seem to flame out.
This won't be the Great Wall of China.
It's a start anyway.
The Koran did. It’s the book and Law he really upheld.
"No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law;"
More, here, among many other places: https://www.heritage.org/constitution/#!/articles/1/essays/67/appropriations-clause
Even "discretionary" funds are earmarked under fairly specific categories. The idea that Congress would allow Trump, or any other President, an $80 billion slush fund is preposterous given that what Congress critters want more than anything else is credit for handing out money.
