The Federal government should declare any company that does business in any of these states to be ineligible for any Federal contracts for a specified number of years.

Basically, simply modify the Federal contracting process so that any company doing business in these states is treated no differently than a company that does business with enemy nations.

This is a violation of the Sherman Anti-Trust Act - 15 USC § 1 "Every contract, combination in the form of trust or otherwise, or conspiracy, in restraint of trade or commerce among the several States, or with foreign nations, is declared to be illegal.
