You can expect many links to sources in this report, as I have found it difficult to get straight answers on this subject. For the most part, it has gone unreported by MSM. The only reason I found reference to it at all, is the fact I am following the Russia investigation by Special Counsel Robert Mueller.
First of all, I want to start out by listing links to information concerning a finding by a FISA Court judge on the illegal spying by the NSA,FBI, and the Obama Justice Department on the Trump Team.

The document, signed by Judge Rosemary M. Collyer, said the court had learned in a notice filed October 26, 2016, that National Security Agency analysts had been conducting prohibited queries of databases with much greater frequency than had previously been disclosed to the court. It said a judge chastised the NSAs inspector general and Office of Compliance for Operations for an institutional lack of candor for failing to inform the court. It described the matter as very serious Fourth Amendment issue.

What the MSM doesn’t tell is sometimes more harmful than the lying. Zero credibility in what they say and what they won’t say.
Meh... meaningless. The judge could have had someone arrested for contempt of court.
I for one am tired of judges giving stern rebukes that have zero teeth. Some for Grassley, Gowdy, and some others. They all talk a big game but steadfastly refuse to use the tools the constitution and law gives them.

Contempt of Congress is voted on by the whole of the House or Senate. A committee or its chair doesn’t get to decide unilaterally.
Once again, this is at the feet of Ryan and McConnell.

Lotta good information in article documenting O Admin violation of 4th amendment abuse of FISA warrants to spy on US citizens.
There are numerous things the committee and even individual congressmen can do. This isnt just the leadership. Its also the big talkers failure.
You cannot point to a single act on the part of Gowdy, Grassley and the others to hold leaderships feet to the fire.
No moves to organize zeroing out the budgets of the offices in question. No moves to execute any of the power Congress holds.
All there is and will ever be is dramatic tones in a hearing, and nothing after that...ever. It isnt just Mitch and Ryan.
Amazing that the secret court deliberately created to be a captive rubber stamp to issue politically- directed warrants and orders behind the backs of the American people... apparently has at least one honest judge on it! Congrats and thanks to that judge. Nevertheless, you will never be free of dictatorial tyranny and legalized breakins of Your hone or even legalized attempts at arresting and imprisoning you - so long as theres this secret court ( where you dont even get notice or opportunity to appear in your own defense) and similar must be said of the corrupt or careless or incompetent judges In Normal courts too. The judicial power has been allowed and in some instances caused- to run amok to the extent that an institution intended to help protect us against governmental tyranny has in some parts been subverted into a very instrument of this tyranny
The full report mentions raw surveillance data was disclosed to the FBI’s “private contracrs.”
Hmmmmmmm..........this is just a guess, of course.
But are any of those “private contractors” connected to the Clinton Foundation?

There will be/can be no changes until some very high ranking individuals are publically punished with some very harsh penalties.
Like it or not that is how to change such criminal (it violated Congressional approved laws) activity. If you have laws that are not ever enforced do you truly have laws?
Fear of punishment is what restrains people. Matching the PUBLIC punishment with the severity of the crime is what reduces the probability of someone in the future doing the same criminal act.
Until we are once again a Nation of (ENFORCED) laws we are no better that the worse dictatorship in the UN or planet earth, like it or not.
