During his presidential campaign, Donald Trump promised not only to 'build a wall' to seal the southern U.S. border, but to make Mexico pay for it, at a cost of some $10 billion to $38 billion. Mexico on Thursday reiterated it's refusal to foot the bill.
Yet, a market-based immigration policy allowing Central Americans who passed a background check to purchase work visas at market rates (instead of paying thousands to human smugglers) could generate revenues for the federal government in excess of $40 billion, or more than enough to pay for that wall. You can read the details in an earlier article I wrote for CNBC.
But here's the best part: With a market-based visa system, President Trump could materially end illegal immigration within a month or two, even without a wall. Here's how it would work.
Illegal immigration is a variety of black market. Black markets always arise as the direct result of government policy, when governments either cap prices or restrict volumes. For example, during Super Storm Sandy, a number of East Coast governors put price caps on scarce gasoline, creating a black market within a matter of hours....

Work visas are not citizenship.
I have no problem with work visas as long as we have high employment ... but that is not the case right now.
Immigration should be a benefit to us if it happens.
WE should call the shots about who we want in our country, and when, and when it is time for them to leave .... or if we offer citizenship and to who. All the shots called by the citizens, not non-citizens.
EVERY other country does this. I do not understand why this is controversial at all. If you need particular workers, you bring them in. If you don’t, you don’t.
I really like this idea...but don’t agree about eliminating the need for a “wall”.
Cut all welfare and food stamps and free education and medical care for non life threatening situations.
Cut the gravy train, and they’ll ship themselves back.
Ever heard of the medieval tactic called “sapping”
Without the wall being built during his tenure, Trump will have had a failed Presidency. He knows it.
He should sell that idea at it's market value. About $0.005.
It’s been proven that these guys are constructing underground tunnels for decades. Sometimes into buildings on the other side of the border. Don’t know if we can ever really stem the flow of drugs into our country.
The wall can be a great revenue builder at a national monument. I’d certainly make a visit.
Yes, make it more costly with financial penalties to hire illegal aliens!
Oh yup we can stem the tide of drugs and/or the American druggies can immigrate to Mexico!
I would add, that we need to deal with illegals’ widespread use of fake ID, by using technology to definitely identify them. You get arrested, besides fingerprints, you get retina scanned, iris scanned, and get DNA taken, and it all goes into a database.
You get caught as an illegal in the US, the first time you get dropped off at the Mexican border. The second time, at the southernmost end of Mexico. The third time, you get dropped off in a plastic boat off the coast of the southernmost tip of South America.
In my line of work, construction industry, the numbers of Mexican and Central American workers is astonishing. They work like dogs for less than what many would work for.
I background check and E-verify but I don’t have confidence that the information submitted is factual. I have to in good conscience be selective in whom I hire even when all procedures are giving me the green light. Bottom line is the system has to be fixed in order to have these guys self deport. Otherwise they’ll always have work.
Side note: Unfortunately in my experience when I’ve hired some who are indeed red blooded Americans the work ethic is sub-standard for many. Maybe 5-10% of my workers put in a days work comparable to my verified workers originally from south of the border.
1. No benefits
2. Fine companies that hire them
