Trump, nor any other candidate, can legally announce that they will hire or appoint any individual to any office. It’s against Federal law.

political activity or for the support of or opposition to any
candidate or any political party in connection with any general or
special election to any political office, or in connection with any

We can muse all we want, but Trump can’t. Even an indirect (see the fourth word of the law) comment about a specific person for a specific position is against the law.

Do you not think the press knows that? That is why they ask questions like “Would you consider him for XXXX?” They want to get the candidates in trouble.

Watch candidates when they are asked that. They sigh, smile, and say something like “I’m sure they would make a wonderful addition wherever they end up.”

Candidates are warned over and over by their lawyers about putting a name and a position together in any conversation that could be considered public.

It is a position “made possible in whole or in part by any Act of Congress”, in that it is an Act of Congress that supplies funding for Executive Branch staff. It doesn’t have to be a position established by Congress.
