The United Nations (UN) has warned that food shortages in Yemen could give rise to
further unrest or mass migration.2 The situation is further exacerbated by insufficient
donor funds for the UN World Food Program (WFP) which has quite extensive
operations in the country. Approximately 3.4 million Yemenis require food aid but
because of the budget cuts, only 475,000 people are getting rations; half of whom are
people who have been displaced by the fighting between government troops and rebels in

Sub-Saharan Africa
Meanwhile in Chad, the WFP requested the government to help protect food convoys, aid
workers and civilians once the peacekeeping team withdraws from the country on 16
May 2010.4 The peacekeeping team MINURCAT would wind down its mission and thus
the Chad government has the responsibility of protecting civilians.5 The MINURCAT
and the Chad police provide armed escorts for UN convoys which delivers food rations
which are targeted by frequent car-jackings by armed bandits, especially in the lawless
eastern part of the country, near the Sudan border. The WFP provides food rations to
250,000 refugees from Darfur Sudan and 160,000 internally displaced Chadians.6 The
progressive withdrawal of the MINURCAT gives rise to the possibility of a security
vacuum which could affect food rations and other humanitarian operations in the country.

SAN JUAN, P.R., May 19 /PRNewswire-USNewswire/ — A complaint was filed late yesterday against Jose Pol for attempting to carry dangerous weapons on an aircraft, Rosa Emilia Rodriguez-Velez, U.S. Attorney for the District of Puerto Rico, announced today. The defendant, who was going to board Jet Blue flight number 860, departing from Carolina, P.R., to Boston, was carrying a stun gun, a pepper spray canister, four box cutters and a switch blade knife.

Al Qaeda Supporter Pleads Guilty to Supporting Terrorist Organization Kansas City Man Also Admits to Bank Fraud, Overseas Money Laundering

KANSAS CITY, MO—Beth Phillips, United States Attorney for the Western District of Missouri, announced today that a Kansas City, Mo., man pleaded guilty in federal court today to his role in a conspiracy to provide material support to the terrorist organization al Qaeda. He also pleaded guilty to bank fraud and money laundering.

“National security is the highest priority of the Department of Justice,” Phillips said. “I applaud the diligent work of our law enforcement partners from local, state and federal agencies that serve on the Heart of America Joint Terrorism Task Force. These agencies have made significant investments of manpower and resources to the task force, and I appreciate their commitment to defeating terrorism. Much of their work is done behind the scenes, investigating and gathering information, but they play a crucial role in preventing terrorist activities.”

Khalid Ouazzani, 32, of Kansas City, waived his right to a grand jury and pleaded guilty before U.S. District Judge Howard F. Sachs to a federal information that charges him with conspiracy to provide material support to a terrorist organization. Ouazzani also pleaded guilty to charges contained in an indictment that was returned under seal by a federal grand jury in Kansas City on Feb. 3, 2010.

Ouazzani, a native of Morocco and a naturalized citizen of the United States, swore an oath of allegiance to al Qaeda in June 2008. Ouazzani admitted that, from August 2007 to February 2010, he participated in a conspiracy to provide material support or resources to al Qaeda.

Ouazzani also admitted that he personally provided more than $23,000 to al Qaeda and performed other tasks at the request of and for the benefit of al Qaeda. Ouazzani had conversations with others about various ways to support al Qaeda, including plans for them to fight in Afghanistan, Iraq, or Somalia.

“Citizens here in the heartland should be alert to suspicious activity and never hesitate to report their concerns to law enforcement. This case serves as a reminder that terrorist-related activities can occur anywhere,” said Special Agent in Charge Brian A. Truchon of the Federal Bureau of Investigation’s Kansas City field office.

Ouazzani agreed to contribute $6,500 to al Qaeda in August 2007. A co-conspirator, who is not identified in court documents, made that payment on Ouazzani’s behalf. Ouazzani repaid the co-conspirator in November 2007 through a wire transfer to the co-conspirator’s bank account in the United Arab Emirates. Those funds came from Ouazzani’s sale of his business, Hafssa LLC, doing business as Truman Used Auto Parts, a retail operation that bought and sold used auto parts and used motor vehicles.

In June or July 2008, Ouazzani also agreed to pay al Qaeda $17,000, which represented his profit from the sale of an apartment in the United Arab Emirates that was owned by Ouazzani and a co-conspirator (who is not identified in court documents).

Bank Fraud Scheme

Ouazzani obtained a $175,000 line of credit commercial loan from Union Bank in April 2007 for Hafssa LLC (Truman Used Auto Parts). Under the terms of the loan, the funds were to be used as working capital for his business. Ouazzani admitted that he submitted false financial information about himself and the company to obtain the loan, and used substantial amounts of the loan proceeds for various personal purposes.

Ouazzani made only approximately $13,000 in payments on this loan. In September 2008 Union Bank wrote off the loan (then in the amount of $174,028) as uncollectible. On Feb. 11, 2009, Union Bank obtained a civil default judgment against Ouazzani and Hafssa LLC in the amount of $177,001.

Money Laundering

Ouazzani admitted that he used part of the proceeds of the Union Bank loan to purchase an apartment in the United Arab Emirates with a co-conspirator.

On May 23, 2007, Ouazzani caused a wire transfer of $112,830 to be sent to a bank account in the United Arab Emirates. The funds for this wire transfer included funds obtained from the $175,000 Union Bank loan and involved a series of transactions designed to make it more difficult to trace the funds.

Ouazzani used the wire-transferred funds to purchase an apartment in the United Arab Emirates, which he later sold for a profit of approximately $17,000. Ouazzani requested a co-conspirator to pay this $17,000 to al Qaeda.

“The criminal justice system is a valuable tool for disrupting terrorist plots and bringing terrorists to justice,” Phillips said. “We must use every means—criminal prosecutions as well as intelligence and military operations—to protect the American people. Federal prosecutions not only result in long prison sentences, but yield valuable intelligence that can be used in the fight against al Qaeda and other terrorist organizations.”

Under federal statutes, Ouazzani is subject to a sentence of up to 65 years in federal prison without parole, plus a fine up to $1 million and an order of restitution. A sentencing hearing will be scheduled after the completion of a presentence investigation by the United States Probation Office.

This case is being prosecuted by Assistant U.S. Attorneys J. Daniel Stewart, David M. Ketchmark and Brian P. Casey and Special Assistant U.S. Attorney Alex Menzel of the U.S. Attorney’s Office for the Western District of Missouri, with assistance from attorneys at the Justice Department’s National Security Division, including the Counterterrorism Section. It was investigated by the Heart of America Joint Terrorism Task Force, led by the Federal Bureau of Investigation, with the assistance of the Missouri Department of Social Services - Division of Legal Services Investigation Section.

United States to Assist Palestinian Refugees in Syria

Earlier today officials from the U.S. Embassy in Damascus, the Syrian Arab Republic Government, and the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) inaugurated a newly constructed community center that will benefit nearly 144,000 Palestinian refugees living in Yarmouk refugee camp in Damascus. The United States contributed $1.4 million to support the construction of the community center.

The United States is UNRWA’s largest bilateral donor. In 2009, the United States provided over $267 million to UNRWA. With this contribution, the U.S will have provided over $115 million to UNRWA in 2010, including $60 million for the General Fund, which supports core services for 4.7 million refugees in the West Bank, Gaza, Jordan, Syria and Lebanon, such as providing education for nearly 500,000 Palestinian children in 691 UNRWA schools.

PYEONGTAEK, South Korea — Investigators let media have a look at the wreckage of the Cheonan on Wednesday, the day before South Korea was to formally announce that a North Korea torpedo sank the South Korean patrol ship.

The wreckage of the March 26 sinking was retrieved from the Yellow Sea near the maritime border between the two Koreas and hauled to South Korea’s Second Fleet Command base in Pyeongtaek.

Yoon Duk-yong, an investigator with the Korea Advanced Institute of Science and Technology, told reporters Wednesday that evidence from the recovered pieces of the ship points to a torpedo attack. He said a torpedo likely exploded near the Cheonan, causing a shock wave bubble that split it in half and caused impacted areas of the patrol boat to “dish,” or bend inward.

Yoon said the boat appeared to have been hit in one strike, making it likely that the damage was caused by a torpedo instead of a mine.

Media were granted access to the wreckage Wednesday on condition they not publish material until after 10 a.m. Thursday, when officials at a press conference were expected to formally announce that North Korea is to blame for the sinking that killed 46 sailors.

Experts have said South Korea will ask for more United Nations sanctions against North Korea, instead of responding with a military strike. South Korea will also likely ask the U.S. to delay the transfer of operational wartime control – when South Korea assumes wartime command of its troops – which is now scheduled for April 17, 2012, they said.

U.S. analysts joined the South Korean-led investigation team that determined the cause of the explosion, and U.S. underwater explosive ordnance and rescue-and-salvage teams aided in the search for the wreckage.

French police said on Thursday they had arrested the suspected military leader of the Basque separatist movement ETA in the south-western city of Bayonne.

AFP - French anti-terrorist police on Thursday arrested the suspected military chief of the Basque separatist group ETA, Mikel Karrera Sarobe, police sources said.

Two other suspected ETA members — also Spanish nationals — were arrested with Karrera Sarobe when detectives and anti-terrorist police raided a house in the southwestern French city of Bayonne at daybreak, the sources said.

They were a man and a woman, and one of them is suspected of being the number-two figure in ETA’s military branch, the sources said, adding that weapons had been seized.

Two further arrests were made in the Bayonne area, one source said, without giving details.

Cooperation between Madrid and Paris has in the past two years led to the arrests of five top ETA leaders in France, which the group has long used as a rear base from which to stage attacks in Spain.

Karrera Sarobe, alias Ata or “duck” in the Basque language, was identified as ETA’s new military leader on a revised most-wanted list issued by Spanish police on March 16 in their pursuit of ETA militants.

ETA — classified as a terrorist group by the European Union, and held responsible for the deaths of 828 people in a violent campaign for Basque independence — has carried out no attacks on Spanish soil since August 2009.

But it is blamed for the March 16 killing of Jean-Serge Nerin a 52-year-old French police brigadier during a shoot-out in the Paris region that erupted during a standard police identity check.

Police sources told AFP that the second male suspect seized on Thursday is suspected of having been a member of the ETA cell that carried out the March shooting. “We’re checking out this link,” an officer said.

More than 30 suspected ETA members have been arrested in 2010, including ETA’s new leader Ibon Gogeascoechea Arronategui, who was captured in February in northwestern France

Fatal shooting outside MacDill AFB in Tampa

TAMPA, Fla. — A man who sped away from base security on a motorcycle after an altercation at MacDill Air Force Base was shot and killed Wednesday evening, the military said.

U.S. Air Force spokesman Maj. Richard Johnson said the shooting is being investigated but it doesn’t appear to be an act of terrorism.

At MacDill Air Force base gate a man was shot and killed, The man charged at an FBI agent with a knife before the agent opened fire, probably has some issues on the FBI agent to make the FBI his target. But before the man could reach the FBI he was shot dead on the ground it happened around 6:45 p.m.

The man approached the Dale Mabry gate, got off the motorcycle and charged at the FBI agent with a knife and this is when the FBI open fired, pure self defense. The FBI spokesman said the man got off the motorcycle at the Dale Mabry gate, and came at the agent with a knife. The man that was shot down was an Army veteran that was visiting the base as a guest, no other information regarding the man was released as of now. FBI now heading the investigation of the case, assisting the investigation is the Tampa Police Department. What confuses me is that if the man was a guest, and an Army veteran how come he charged at an FBI Agent with a knife. Stay tune for more updates.

This smells. I'll tell you why and I may be a little bit off base which is why I pinged the folks I have pinged.

Unless the agent already had his gun in hand and was at least semi expecting the attack, OR unless the attacker started his move from more than 21 feet away the Tueller Drill says it's not possible for this to have happened the way described under normal circumstances. Under the Tueller scenario, the attacker moving from 21 feet away can cover the distance in a second and a half and stab his victim before the defender can draw and engage and even then, he should be forced to move out of the path of the attack while still engaging. So to my mind, this stinks of setup. BUT, maybe I'm reading too much into all of this which is why I pinged the Pros from Dover if you remember your M*A*S*H trivia. What say you folks? I also think this is lent an air of conspiracy based on the activities at MacDill: CENTCOM HQ & SOCOM HQ put this on a level above nearly every other Army or USAF installation in CONUS.

The part about an FBI agent doesn't make sense - are they guarding the gates at AF Bases now? I could see a domestic related dispute at the camp ground, MPs shutting down gates to prevent the guy from leaving and the guy going after one of the MPs or pay cops (perhaps psychotic or under the influence some how) - but an FBI agent?

Good point. Moreover, an off duty FBI Agent? Who just happened to be at the right place at the right time? On a large installation like MacDill? Uh Huh.
