I've been wondering why nobody has been saying this. If the house passes the senate bill, then the legislative process is complete. They can just send it to the president and it becomes law. They can amend the law of course with reconciliaton or whatever.
I think that is what's going on here. I think the senate is going to convice enough house members that they can pass health care through reconciliation. Then those house members push health care over the line in the house. Then they just forget about reconciliation and send the bill to the president.
The house didn’t have the votes for “The Senate” bill that’s why they want to make certain changes in reconciliation.
That is how I see it.
The Senate has not yet voted on the bill. They only voted to end debate by Cloture I believe around Christmas Eve,
There are things about the Senate bill that are toxic to various factions of the 218 Dems that voted for it the first time around.
[1] The Louisiana Purchase and the Nebraska Pork bribe are kryptonite to blue dogs and Dems in competitive districs.
[2] Abortion. The Senate bill is lax on abortion and there are a number of the 218 Dems who voted before who have already said they will not vote for the Senate bill.
[3] Retirements/Death. Several of the 218 have retired, one has died.
[4] Overall Drag. Voting for this bill will be a millstone around the neck of any politician, and will be political suicide for Dems in competitive districts.
They might somehow get it done, but I doubt it.

The House Dems don't trust the Senate Dems. They're going to demand - and get - that the Reconciliation Bill get passed first.
Incorrect, the Senate passed their own version of the bill. Both houses considered a conference committee in order to produce a single bill, but this was deemed infeasible. However, if the House passes the Senate version, then that bill can be sent to the President and signed into law. The Senate is promising that they won't do that before making changes under Reconciliation that would then be voted on once again by the House.

I just like to add one thing to this. It is because of Jim DeMint objecting to the confrees list that the House has to pass the Senate bill as is. It has nearly killed it because nearly everyone hates that bill on the right and left, except for maybe Obama and a few select bribees. The only way they have a hope to get enough votes for it in the House is to promise to change it through reconciliation, which in itself is a gamble. If they lose the parlamentary challenges, or lose their nerve after the House has already passed it, it could end up on Obama’s desk unchanged.
They are going to use the House Bill not the Senate Bill.
What if the new bill contains ‘ways and means’ ?

So, if they are voting on the House Bill - why does the House need to vote - they've already passed the "House bill"?
Here is my question. If this bill passes into law, can it be undone by subsequent Congress? Does it not have a clause in the Bill that says that it can never be undone?
The bill has been changed with the usurpers new “additions”. Doesnt it require another vote by both?
Hoyer is wrong. The House cannot pass a reconciliation measure to a bill that has not become law.
Accordingly, the House must pass the Senate bill first - with all of its corruption - Cornhusker KIckback, Gator-Aid, Louisiana Purchase.
That bill would then go to the president for signature.
There is substantial speculation that the Senate will then refuse to consider reconciliation - leaving the Senate bill as the health care law. In this scenario, the House becomes the chumps, and BO and the Senate dupe them.
