Not true. The Senate DID pass the bill.

Incorrect, the Senate passed their own version of the bill. Both houses considered a conference committee in order to produce a single bill, but this was deemed infeasible. However, if the House passes the Senate version, then that bill can be sent to the President and signed into law. The Senate is promising that they won't do that before making changes under Reconciliation that would then be voted on once again by the House.
