The Senate has not yet voted on the bill. They only voted to end debate by Cloture I believe around Christmas Eve,

Incorrect, the Senate passed their own version of the bill. Both houses considered a conference committee in order to produce a single bill, but this was deemed infeasible. However, if the House passes the Senate version, then that bill can be sent to the President and signed into law. The Senate is promising that they won't do that before making changes under Reconciliation that would then be voted on once again by the House.

Can it? The Constitution is very specific on such things ..."All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills."(Art 1 Sec 7) It seems that the framers intended that all revenue-raising bills (which this is) must be originated in the HoR, not the Senate. The Senate has the authority to propose amendments and to concur, but NOT to originate.

That would seem to mean that the only viable bill is the one passed already by the HoR or they go to conference with both bills.

Because Scott Brown promised to filibuster it when it came back from conference.
