I think the clowns running the government are worried about over exposure. Over exposure is a real problem for this clown as he (and his Veep) expose their ignorance and ineptitude every time they open their mouths. This poor creature simply is in over his head and his advisors are so busy pushing their own agenda’s they have no overall direction. As the Good Book says “where there is no vision the people perish.”

I think it’s a way of inserting what seems like an innocuous control over commercialization of a celebrity (because that’s what he is) on the basis of either copyright or good taste, and then using it to prevent any negative images of Bambi from being published or distributed.
