It has always been the policy not to apoint any Federal Judge who is not nominated by at least one of the State's Senators. Boxer and Feinstein control Federal Judges for the state of California.

during the Clinton years Texas had two Republican Senators and they nominated all judges from or for Texas

So that is just dealing with the state of California?? I got the impression that it was any federal judicial nominee. I never heard him mention California, although I did miss the very beginning. Either way, the Rats are out to block ANY appointments that Bush might make that they think might even consider straightening out the mess liberals have made of things.
