The Senate can institute a rule that once a month, the citizen constituents of each state will be able to vote electronically on whether they wish to retain or dismiss their senator. It’s that the possibility of removal changes behavior long before Election Day.

My idea is much better. Put a Vote of Confidence on the PRIMARY ballot where only party members get to decide-yes or no. Put it in the 4th year of senate terms. If the sitting senator loses the vote of confidence someone else finishes out the last 2 years of the term. How the replacement is selected would be up to the state assemblies. It could be a caretaker or someone with a future-I don't care. It would be a oroperr way to deal with the back-stabbers amongst us. 6 years is too long to put up with this.
Think Cassidy. He got to sit on his impeachment vote for 6 years. Tillis was smarter and quit before the primary voters could reject him. A Vote of Confidence would make sure they know who their supporters are. Jeff Flake and Corker didn't need a confidence vote either. Mittens? The mormon cult would have kept him.
A representative can ignore constituents for 22 months and then suddenly rediscover them during the last two. And senators can become unresponsive to their voters for most of their six-year term, enjoying junkets and the other fruits of power while being under no obligation to get anything done. Makes you almost sympathize with the Democratic Socialists of America, who have made abolition of the Senate one of their top priorities.
Introduces instability and open to manipulation. The Senate was designed to be the deliberative assembly composed of longer serving members and shielded from day-to-day popular opinion. Better just return the election of senators to the state legislatures, thus preventing them from become independent power bases.
The Senate needs to go back to being the voice of the states as an institution. Repeal of the 17th Amendment will do that!
State legislatures couldn’t do worse. For example highly doubtful a date legislature would appoint the same person more then twice. Plenty state legislators and grand poo-bahs would lust for that job!

The problem is the advantage of seniority, it benefits the state to have the same person there for many terms for appropriation purposes.
Said that for years. We’d have over 70-75 (or more) Republican senators if it was still up to the state legislatures.
Repeal the 17th. But give the States a right to recall a Senator prior to the end of their six year term if said Senator is deemed as not acting in the interest of the State they’re supposed to represent and appoint another.
Each Congressional seat gets a randomly selected group of “pollsters” — chosen only from registered voters in that district.
Once a month a eMail goes out to 500 or so - “Whatdoyahthinkoflast 30days?”
Different group every month, so, no control or influencing. Poll results are published one week after they are done — to the public.
Either Congressmen will start to listen of they will just say what their job is: “I was sent here to vote the way I THINK you want, not what some mayfly thinks.” In other words, I grew a pair so hush.
An Amendment is almost impossible to overturn. The debate would be intellectual, above the pay grade of most. No 100% paying attention like the OJ trial. You start with the dissatisfaction simmering beneath the surface and hope it becomes a volcano. This issue doesn’t rise to the test but it could start with embers.

Somehow they worked all that out prior to the 17th Amendment!
Pre17th amendment there was nothing to preclude a state legislature from sending the same person back multiple times. However give that every state legislator, former governor and grand-poobah would see themselves in that job. The pressure to represent the state as an institution well would be enormous.
The problem is Dems would never do this to one of their Senators.
Where as Republican Senators, even the good ones would be ousted all the time, potentially flipping the Senate.
I had to undergo Performance Evaluations every year during the 25 years I worked for NY State. Performance Evaluations for Congress Critters by their constituents who pay their salary is long overdue.

It’s like my idea. The founding fathers stuck us with these people for good reasons. My issue is the law degrees. Too many of these BS artists can turn on a dime on any issue on any given moment. Look at Tucker. There’s openings for Manchurian republicans. It puts it on us so that’s good. Are we coming through? Btw Joe Scarboro started out as a conservative class of ‘94 republican. These people are out there.

Or make part of their pay incentives based on median real growth in average wages and real increase in the US stock market.
Growth in real average wages would provide an incentive to stop immigration and deport illegals.
US Stock market would provide an incentive not to outsource stuff to China and to support Trump tariffs.
The left would subvert this
Old-fashioned term limits are a better idea.
