It is the pattern everywhere in Socialist countries. It is not far off of what is done in feudal societies or monarchies or empires, but in those systems it is more open with less flimflam. Under Socialism, the state demands you bow down to them and profess belief in the flimflam.
In a capitalist society with limited government, the graft and taxes are somewhat limited, allowing more prosperity. Works best with Christian morals as a basis.

The first of these government run grocery stores is slated to cost 25million and come online by 2029..my guess is that is will cost 50-75million, never be fully functional and 25-35million of that money will wind up in the hands of Commies...
