Depends on what the definition of “peaceful and unobstructive” is, I guess. I don’t think anyone has voiced an objection to “peaceful” protestors or cars following and not blocking roadways — quite the opposite, in fact. Assault and obstruction are obviously not peaceful.

“Judges”ruling seems pointless, if “protester” are not interfering and violent then ICE has no reason to detain or arrest. If they do then that is when the courts get involved if “protesters” sue.
