I have only one theory:

Kash, Bongino, Ratcliffe, Gen Cain, and Gabbard know there’s a network. It is a deep state network and crosses agencies. All the information hasn’t come out yet because they have to ascertain who they can trust, and who is part of the Cabal. Otherwise, they will strike again.
