Yes. Four dead people, three of which killed by dogs known to them, or owned by them, is a problem. Regarding the math, the numbers of persons mauled to death by pit bulls rises almost every year.

In before “It’s the owners, not the breed!”?Let's just say that on my local news daily adopt a pet segment the pet is always described as a "Pit Mix". The owners don't get them fixed and they wonder around and make Pit Mix babies. That's on the owners. The Dogs do what dogs do.

My rescued knee-high Am Staff girl saved me from being dragged out of my car by an illegal alien in a parking lot, not quite two years ago.
I’m guessing his intentions were not good.
Y’all probably would have never known what horrible fate had befallen me, if she’d not stepped up.
I would have just disappeared.
It was just dumb luck ( or divine intervention) that I even had her with me that night.

For those disinclined or unable to carry:
Fire extinguishers, aimed into the mouth and/or nose to obstruct breathing, thus causing the dog to open the mouth, have been found to be almost as effective as firearms in stopping an attack.
Not sure if foam or powder (b or c-type) would be most effective, but it would be less likely to hit someone else.
This breed-type has been found in some attacks to be almost impervious to pain; and so pepper spray and tear gas sometimes are not effective.
