By the authority vested in me as President by the Constitution and the laws of the United States of America, and in recognition of the enduring alliance between the United States and the State of Qatar, it is hereby ordered:
Section 1. Policy. Over the years, the United States and the State of Qatar have been bound together by close cooperation, shared interests, and the close relationship between our armed forces. The State of Qatar has hosted United States forces, enabled critical security operations, and stood as a steadfast ally in pursuit of peace, stability, and prosperity, both in the Middle East and abroad, including as a mediator that has assisted the United States’ attempts to resolve significant regional and global conflicts. In recognition of this history, and in light of the continuing threats to the State of Qatar posed by foreign aggression, it is the policy of the United States to guarantee the security and territorial integrity of the State of Qatar against external attack.
Sec. 2. Commitment. (a) The United States shall regard any armed attack on the territory, sovereignty, or critical infrastructure of the State of Qatar as a threat to the peace and security of the United States.
(b) In the event of such an attack, the United States shall take all lawful and appropriate measures — including diplomatic, economic, and, if necessary, military — to defend the interests of the United States and of the State of Qatar and to restore peace and stability.
(c) The Secretary of War, in coordination with the Secretary of State and the Director of National Intelligence, shall maintain joint contingency planning with the State of Qatar to ensure a rapid and coordinated response to any foreign aggression against the State of Qatar.
(d) The Secretary of State shall reaffirm this assurance to the State of Qatar and coordinate with allies and partners to ensure complementary measures of support.
(e) The Secretary of State shall continue to partner with the State of Qatar as and when appropriate for conflict resolution and mediation in recognition of the State of Qatar ‘s extensive diplomatic and mediation experience.
Sec. 3. Implementation. All executive departments and agencies shall take appropriate steps, consistent with law, to implement this order.
Sec. 4. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
(d) The costs for publication of this order shall be borne by the Department of State.

F**k the security of the fake “state” of Qatar that the British invented out of whole cloth only in 1971, and which - before Islamic colonization - was a center of the Eastern Christian Church. Now it is simply a terrorist entity, like Iran. Illegitimate. It money is used to brainwash Western students to support jihad, and to support murderers like Hamas. Qatar should not exist.
Qatar is getting ready to expel any members of Hamas from its territory, and concerned of possible reaction from Hamas friends in the region, particularly Iran and the Houthi.
Also, U.S. has a substantial military presence in Qatar, and may be girding for an attack on our own assets in Qatar.
The US has Al Udeid Air Base as the staging point for the middle east and Africa. While not US controlled the Hamad Port is also available. Best to have a partner in the area rather than trying to obtain one in an emergency.

Even if your surmise is accurate, that doesn’t require a blanket security guarantee from Uncle Sam, does it?
We have bases throughout the Middle East (and elsewhere) where we don’t make security pledges.
And this isn’t even a treaty, but a one-sided commitment.
I’m just making a wild guess. No evidence.
1. The saudis are getting a case of mucho huevos, and Trump is moving his bishop.
2. Order, now is it? Not a treaty, so Congress is out on this one.
3. Geophisically, its a perfect jump off point north, east, and south.
4. Should Iran wake up with detonations everywhere, Carriers do not carry ‘that much stuff’s as the USAF might need per sortie.
Or, maybe that is a price Qatar demanded to go along with Trump’s “peace deal” for Gaza.
Qatar (and perhaps Trump, too) is still butt hurt over the Israeli air attack in their only city. Not like they didn’t earn it by all their support of Hamas.
Still, their air base is very useful, and almost crucial for US air superiority in the region.
This pledge is probably not worth the paper it’s written on, other than to serve as a warning to Iran and it’s proxies.

Out of the entire Persian Gulf, I have never understood why we chose Qatar for our major military presence. I would have thought we had other Persian Gulf choices.
We also have to remind ourselves, that EOs just like “Presidential agreements” that do not go to the Senate to be enacted as treaties are not legally binding on the Presidents who follow the President who signs them. They are in fact agreements with the WH at the time, period. With one exception - where an EO or presidential agreement fulfills some stated portion of some treaty.
Sounds like a treaty.
The executive cannot enter a treaty without the consent of the Senate.
Plus, I am pretty sure I would not want to risk members of my family to protect Qatar.
You don’t rule the world by Executive Order. I didn’t trust Obama to do it. I don’t think it’s a good idea for Trump either. Why do we have rules if no one follows them.
I know the RealPolitik involved and required.
But isn’t Qatar exactly the Muslim Brotherhood = Al Qaeda = Hamas = CAIR = freaking every other sunni terrorist on the planet?

Trump is a big supporter of Israel and Netanyahu. He moved the Embassy to Jerusalem. He was vastly favored by the Jews of Israel to win the Presidency. I don’t think there has ever been as pro-Israel a President in history.
But you oppose U.S. support for Israel, and impugn every Jew everywhere every time, in complete contradiction of our excellent conservative philo-Semitic President Donald J. Trump.
