As POTUS I would tell all nations - you can accept the ICJ or you can have relations with us, not both.
If you want something AKIN to the ICJ it would be sovereignty centered, with its members selected as direct representatives of each nations sitting chief executive and it would only hear cases agreed to by 100% of the members, could only issue judgements agreed to by 100% of the members and would have no official or unofficial relationship with any other international body, and certainly not the U.N.
Putting judicial robes on is not an act of magic that magically makes the wearers of those robes morally, legally or politically superior in judgement over any person or nation. It is moral and political suicide, as well as irrational and illogical to pretend otherwise.
