If Congress wanted to prevent the President from using military force without Congressional approval, they can pass legislation and appropriations restrictions to that effect, with the President nevertheless still able to act as commander in chief under the Constitution.
As it happens, in bombing Iran's nuclear facilities, President has done the right thing at the right time in the right way. How often does Congress accomplish that?
The last time the US declared war was after the bombing of Pearl Harbor.
