Even if that did happen, surely the would not accost you late n the night in your own home, hold your head down as they injected you, and say “Is he awake?”

"Treadstone" in the Jason Bourne movies represented "Operation Artichoke", which was a CIA program to move junior military officers from military service into roles as assassins; the specific task of that training was to remove moral qualms they had about taking someone's life.
Whatever else one may have thought about the series, this seemed to have been portrayed rather well.

Reading the article I focused in on the budget.
$55,000 in 1960 got you a super secret government research program trying to fine tune “mind control.”
And then I thought to myself, if we attempted to have such a program today, what would the costs look like? LOL

MKULTRA techniques are used by your local psychiatrists to implant violent urges in people and then turn them loose. Its no coincidence that all these shooters are on psychotropic drugs. More violence means better mental health budgets. More treatments mean more violence and insanity.
