The Great Awakening ('Freedom of Thought’), was designed and created not only as a backchannel to the public (away from the longstanding ‘mind’ control of the corrupt & heavily biased media) to endure future events through transparency and regeneration of individual thought (breaking the chains of ‘group-think’), but, more importantly, aid in the construction of a vehicle (a ‘ship’) that provides the scattered (‘free thinkers’) with a ‘starter’ new social-networking platform which allows for freedom of thought, expression, and patriotism or national pride (the feeling of love, devotion and sense of attachment to a homeland and alliance with other citizens who share the same sentiment).
When ‘non-dogmatic’ information becomes FREE & TRANSPARENT it becomes a threat to those who attempt to control the narrative and/or the stable.
When you are awake, you stand on the outside of the stable (‘group-think’ collective), and have ‘free thought’.
"Free thought" is a philosophical viewpoint which holds that positions regarding truth should be formed on the basis of logic, reason, and empiricism, rather than authority, tradition, revelation, or dogma.
When you are awake, you are able to clearly see.
The choice is yours, and yours alone.
Trust and put faith in yourself.
You are not alone and you are not in the minority.
Difficult truths will soon see the light of day.

I've kicked various ideas about Comey's seashells-in-the-sand around and would abandon any that I considered within a day or two.
But I finally am settling on one that isn't a 'shoe in' but hasn't made me leave it in a dumpster...yet.
Thinking back to Comey's comms style, I think he is generally conceptual in his memes (e.g., standing in a wheat field, center of the road, in a forest etc.)
Looking at his Star Wars comms in which he notified other Deep Staters that their online Palpatine comms hub (Q4846) had been exposed, he used two simple features.
The image of him with the Star Wars toys on the cover of Newsweek said very directly (or so I thought) 'The Palpatine comms hub has been exposed' or 'everyone knows where we're talking'.
1. Star Wars (Online Palpatine)
2. The fact that he/the toys were on the cover (Exposed)
The seashells pic may be similar in this design. Maybe 8647 is/was their current plan and the fact that Comey tweeted seashells spelling it out, knowing it would cause a stir, may mean 'They know about the current plan to kill 47'. 'The 8647' is now out in the public eye.
In fact, I think Comey and others chose these iconic numerals to make sure it would be publicized. Even if that's just a pin number or password to a specific online account they share somewhere, they could choose any numbers they wanted. Since it's uncertain that Comey could count on having a cover photo-shoot now that he's out of office, on the sidelines, using these 4 numerals would mean Comey's message was guaranteed to be adequately publicized when the time came.
In other words, Comey needed help getting that info advertised to his co-conspirators and choosing in advance something that could be spun as it has would serve their messaging purposes. Comey used to prosecute mafia members, so his pretense that he had NO IDEA anyone would misunderstand him is just him implying he's being unfairly victimized.
In the meantime, the treasonous news/Comey can/will spin it as if President Trump is 'paranoid' and if Comey faces legal headwinds, he will likely point to the 8647 as a reason.
I saw an article in the Independent (no link) which quotes Nancy Pelosi saying Rahm Emanuel may run for 2028. When I see content like that, or Comey on the news pretending seashell- victimhood, I think that these are setups which will be used later to portray any unwanted questioning (Congressional hearings) or even indictments as Trump admin paranoia and or 'political revenge'.
