Sounds like Crime Stoppers (New York City Police Foundation) is a grift, run by people more concerned with promoting and sustaining their NGO - quasi-government fiefdom than stopping crime. If they can't claim credit for solving the crime, they can't fundraise millions of $ for catching the killer.

Every time I've asked police representatives at HOA or Townhall meetings which number to call when there are multiple jurisdictions patrolling the neighborhood, the answer is always the same:
Call 911 and they will route the information to the proper place.
