Tomorrow, HIV recipients will get first dibs ahead of non-HIV recipients for organs from non-HIV donors.

The article states, that you’re using an organ from an HIV infected person, for transplant into a person with HIV.

NOT HIV to non-HIV.

Actually the opposite will happen.

If you use organs from HIV infected people for transplant into other HIV infected people, you free up those organs of non-HIV infected individuals. As it was, many usable organs went to waste and now they can be utilized, which in net positively impacts those without HIV also.
