The first step after he agreed (in private) to drop out was to release a statement that he would drop out for "medical reasons" if necessary.
Next step, release a statement about a "medical reason" (COVID).
Next step, have the powers that be at the DNC select the best replacement and develop a plan to move Kamala out of the way without losing the support of James Clyburn (if possible).
Next step, go public.
Biden will not drop out.

They are still haggling over the terms of “Dr.” Jill’s golden parachute.
Brandon needs to immediately resign as President to give Kamala a chance of turning around their losing campaign (not much of a chance, but better than Brandon), but Jill likes living in the White House and hates Kamala, so chances are Brandon won’t resign no matter what they offer Jill.
The best that the democrats can hope for is that Brandon drops out of the campaign but does not resign as President. Even that is going to cost them.
Rooster—That is a great plan. It may well be the plan they have chosen.
However I don’t think the Democrats can execute it. They have too many factions that have an opening to seize power in the party—and nobody capable of playing impartial referee.
