Unscheduled rapid disassembly.
They’ll need to get some Russians over to review their engineering. I was going to give China a pass on a test-firing gone bad, as that is the purpose of testing - but no excuse for the damn thing flying away!
Two other observations from the very beginning of the video. Note how all 4 apartment units in the view have air conditioning...China is no longer Third World as much as we may wish otherwise. Also note the burglar bars on the first and second floors of the building - further showing that China is closing-in on First World status in the bad ways too.
“Dang it, Harvey! You had one job! One job! You had to tie the rope to the rocket so it wouldn’t take off! What’s your excuse this time? You thought the portapotty was the rocket? Well, you’re going to become very familiar with that portapotty, Harv. You’re going from Rocket Technician to Professor of Portapotty! Grab your toothbrush!”

OR, maybe they were experimenting with re-entry ala SpaceX?

Weather balloon
The guy in charge was named, Ho Lee Sheet.
