Law enforcement had responded to multiple domestic disturbances at her former residence on Bayberry Road.
Baltimore County police are currently probing a homicide in the Parkville vicinity following a shooting incident involving a woman on Sunday afternoon.
Law enforcement officials stated that officers were summoned to the 8500 block of Walther Boulevard just before 3:30 p.m. Sunday in response to reports of a homicide.
Upon arrival, they discovered a female victim who had sustained multiple gunshot wounds. Tragically, she was pronounced deceased at the scene.
Upon arrival, officers found a female victim with gunshot wounds in the parking lot of the establishment,โ stated Baltimore County Police Det. Anthony Shelton at the scene. โThe victim was pronounced deceased on-site. During the preliminary investigation, law enforcement indicated that they did not perceive the shooting as a random act.
Authorities suspected that the victim had been specifically targeted. Police have since identified the victim as 27-year-old Shakeia Allen.
Court records indicate that in recent months, law enforcement had responded to multiple domestic disturbances at her former residence on Bayberry Road

Restraining orders only protect you from people who have no intention of hurting you; otherwise, a restraining order provides as much protection against someone who wants to physically hurt you as a mask does against any respiratory virus (my favorite example of delusion over reality ... although the men-believing-they’re-a-woman-because-they-announce-they’re-a-woman delusion caused by a serious mental illness is coming on fast.)

It's not going to stop you from getting killed by somebody who wants to kill you, granted. However, it does provide a means to add on additional charges, resulting in higher penalties, for those who might still violate the order.
It can make things like stalking, harassment, even text messaging unlawful and provide law enforcement with a reason to arrest and charge.
Let's say a person is charged with domestic violence and out on bail awaiting trial (or plea bargain). Dude starts texting, following, harassing victim with a restraining order while out. These violations could be used to add additional charges, enhance penalties or reduce leverage and leniency in the plea process.
It can also turn a "this is my kid too and I'm takin' him for the weekend" from a simple civil-domestic argument to a criminal kidnapping. Cops have documentation and clarity on how to act, rather than getting mixed up in a "he said she said" argument.
So I concede that it won't prevent a murderer from murdering, and may not prevent a black eye or broken arm, it does serve as a tool against those who are trying not to be locked up and may prevent one black eye from becoming many black eyes.
I'd encourage victims of domestic violence to get protection orders as a way to punch back.
