China is an incredibly backward country with Over 50% of the population have never been on an airplane.
And they are superstitious that giving money to spirits will bribe them to help you out.
China has nice modern looking cities, so people think their whole country is comparable to the west, or Japan. Not the case.

I have seen that recently at small airports like Kalispell, Montana. I bet it is fun in rain and a blizzard.
