Don't know much about “swatting” but it seems to me that it would be an easy thing to resolve.She can just give Fire Department,the municipal police,the County Sheriff,the State Police and the FBI details of what's happening and instruct them all to ignore anything resembling an emergency call for her address,her car,etc,etc. I guess she can make an exception to that by buying a new cellphone with a new number and instructing them that calls from *that* number shouldn't be ignored.

The fcc can stop these with a regulation that phone providers whether voip or traditional land lines end the ability to spoof numbers. I can set up a pbx on my home computer using free software then set it to make outbound calls that show my outbound number to be anything I like. Then set it loose to call every number in an area code. There are methods they can use to require an outbound call check back to validate the number. Phone providers don’t like it for some reason but it can be done.
