President JFK changed that with an Executive Order back in the early 1960s.
IMHO the Legislature has the responsibility and authority to make significant changes in policy like that.
Presidents have the constitutional power to administer and execute the law, not to make laws or change laws.
But over the years Congress, being increasingly lazy and incompetent, has relinquished much of its power to presidents.

We had two pekingese dogs when I was a kid and teen. All I remember about them is being rather short-tempered and yapping and biting at our feet lol. They didn’t do any damage, but kept us dancing a lot.
