Ismael English was out of prison awaiting trial for a previous guilty plea for criminal possession of a firearm when he tried to murder the driver and was injured by the racist roadway infrastructure that conspired with gravity to harm him as he tried to flee the scene.

He's likely an illegal invader as well.

OK, so looking at the video carefully, he lands and then a second later there is a spray of white debris that shoots out from where he landed.
