The mayor said this was just phase one of a two-phase climate change rescue program. Phase two will see a transition to using magnifying glasses and sunlight to cook pizza and steaks and such. (In cloudy conditions, and nighttime conditions, New Yorkers will consume salads and cocoa puffs instead.)
